To solve this, enterprises must accept a simple fact.
No single team can own an AI system that crosses the entire organization.
The solution is dual ownership with clear boundaries.
AI systems need both a Business Owner and a Technical Owner.
The Business Owner is responsible for the outcomes and behavior of the AI. This person understands the domain, the customers, and the risks. They decide what the agent is supposed to do, what is acceptable, and whether the system is helping or harming. They are the voice of the business, not engineering.
The Technical Owner is responsible for how the system is built and maintained. This is the AI platform or engineering team. They manage the architecture, reliability, observability, drift detection, and changes to models, prompts, and data flows. They ensure the system works as designed.
The AI system lives between these two people.
Both roles are required. Neither can succeed alone.
This dual ownership model scales across the enterprise without requiring a reorganization or altering the reporting structure. It simply assigns clarity where it currently does not exist.
The AI Product Council and the Applied AI Leader
Once AI systems spread across the business, the enterprise needs a way to coordinate them.
This is where the AI Product Council becomes essential.
This council is not a committee that reviews slides or slows things down.
It is a small group with real authority and clear responsibilities.
It ensures standards, alignment, visibility, and accountability across all AI systems in the company.
This council needs a leader.
Not a sale focused AI spokesperson.
Not a marketing sponsor.
Not someone who represents customer facing AI offerings.
It needs an Applied AI Leader who is responsible for the internal AI ecosystem.
This person owns the overall architecture, practices, risks, and standards for how the enterprise builds and operates AI. They guide dual ownership, approve major changes, review incidents, and ensure that trust, safety, and reliability remain consistent across every agent in the organization.
The Applied AI Leader partners with business executives to ensure that internal AI systems align with the company’s goals and values. The Applied AI Leader partners with IT to ensure they are built with the company’s development standards. This leader is responsible for the health and governance of the AI ecosystem itself.
Without this role, enterprises end up with dozens of disconnected systems that drift independently and inconsistently.
What Ownership Actually Looks Like
Ownership means clarity.
Every AI agent should have a designated Business Owner and a designated Technical Owner.
The AI Product Council, led by the Applied AI Leader, verifies that both roles exist before the system goes into production.
Owners understand and track the system’s trust metrics, accuracy, performance, and evolution. They approve significant changes. They participate in reviews. They understand the implications of the AI’s decisions.
When ownership is clear, AI systems become safer, more stable, and more trustworthy.
